Oh yes! That one released in 2002. There is one more Aankhein featuring Dharmendra in it. who knows there may be few more movie titled Aankhen with lesser known actors. There are 3 andaz as well

Shola aur shabnam and Rajah Babu

Both are hideous and not funny at all. But Like the songs.
