How to tell who blocked my PMs?

i maybe wrong...but i guess the one who blocked you will no longer appear in your buddy list.
I Feel the problem u r facing currently is coz one(or more)member(s) whom u try to pm, have their pm inbox(es) full n unable to receive any pm. Unfortunately, if this is d case, one is left with no choice but to find it out through trial n error method.
