whats the drop a balloon button?

well its a contest for HOLI. You drop the balloon on someone and the person you drop it on gets a question. If they answer right than the balloon is added back to you total if they don't answer within 24 hours or get it wrong the balloon breaks on them. The point is to be the one with the least amount of balloons in the end.
